BANDIPORA, SEPTEMBER 12 : Principal Secretary School Education and Skill Development, Dr Asgar Hassan Samoon who is also In-charge Secretary for Monitoring Developmental Works Bandipora on Saturday attended the Jan Sunwai Muhim as part of the 21-day Jan Abhiyan Campaign here.
Dozens of delegations called on Dr Samoon during the Jan Sunwai campaign and apprised him about various issues and greviances. Dr Samoon gave patient hearing to the people and assured them that priority will be given to the redressal of their grievances.
The delegations raised several issues of public interest including macadamization of roads, water supply, up-gradation of schools, availability of staff in colleges and schools etc.
While interacting with the people, Dr Samoon said that the Government of Union Territory of Jammu and Kashmir is committed to bring the governance at the doorsteps of the general public and has initiated numerous reforms to cater to the developmental needs of the people with special focus on public participation in the developmental process.
He said the Jan Abhiyan and Back to Village programme have been launched with the purpose to reach out to the people at their doorsteps, to listen to the grievances of the people, assess the local developmental needs at grassroots level, examine the demands and provide feasible solutions.
Dr Samoon said that timely disposal of public grievances has been the priority of present dispensation for which this outreach programme has been started.
Later Principal Secretary also chaired a meeting of officers to review the developmental activities in Bandipora district and also inspected several developmental works in the district as part of the 21-Day Jan Abhiyan campaign.
Deputy Commissioner Bandipora Dr Owais Ahmad, Superintendent of Police Rahul Malik, Chief Engineer R&B Showkat Ahmad Pandith, Chief Engineer Jal Shakti Iftikhar Ahmad Wani, Chief Engineer PMGSY Rafiq Ahmad Rafiq, Additional Deputy Commissioner Bandipora, Zahoor Ahmad Mir, Assistant Commissioner Revenue Reyaz Ahmad Beigh, SE Hydraulic Circle Baramulla Hakim Firdous, SE PDD Hilal Ahmad Shiekh, SE KPDCL Muneer Ahmad Mir, Xens, Joint Director Planning Imtiyaz Ahmad, District Officers and other senior officers of the district were present on the occasion.
On the occasion DDC Bandipora gave a detailed account of various developmental works undergoing in different sectors and briefed the chair about the progress on implementation of several projects besides discussing the issues that hinder the pace of work. Dr Samoon who is also in-charge Secretary district Bandipora directed the officers of various departments to explore possibilities in the district that can provide more job avenues to the people of the district.
While reviewing various sectors, he urged the officers to work in close coordination so that the bottlenecks that hinder the implementation of works, are removed at earliest. He said Health and Education sector is priority and special attention needs to be paid to develop these two sectors. Dr Samoon stressed on enhancing the pace of work of developmental projects particularly related with health and education.
Dr Samoon also stressed on providing clean and potable water to all habitations of the district. He also reviewed the academic activities viz community classes and online classes carried out by education deptt to compensate academic loss due to COVID 19 lockdown.
While reviewing the education sector, Dr Samoon was informed that 29,196 students have been covered under community classes involving 2,078 faculty members. He was informed that under MDM 35,338 students have been covered in 766 schools.
He said vocational education is the part of new education policy in order to make youth skillful and make them ready for the market oriented trades. He stressed on the overall development of youth and imparting skill to youth so that they can be engaged in different fields.
Later the Principal Secretary also distributed sports kits which included uniform and sports equipments among the sports persons of Bandipora sports club (Dada sports club) and state football academy
While elaborating on the 21-days Jan Abhiyan programme, Principal Secretary said the public campaign will broadly focus on three essential components viz delivery of essential services, development needs & grievance redressal. “The B2V3 shall be preceded by a buildup of 21 day Jan Abhyan/ Awami Muhim, which includes implementation of its three essential components viz; Muhim Barai-e-Haqooq, Dehi Taraqiyati Muhim and the Awami Sunwai Muhim”.
He said the programme has several components viz Grievance Redressal (Jan Sunvayi), celebration of Block Diwas on every Wednesday between 10th sept till 2nd Oct and completion of two works in each Panchayat during Jan Abhiyan. He said on each consecutive Wednesday till October 1, 2020, Block Divas would be held across the district to listen to the public issues and redressal of the same.
Earlier Deputy Commissioner informed the Principal Secretary that 104 works including 05 roads 09 irrigation schemes, 07 Buildings and 83 other works have been completed during 2019-20 financial year while 834 works are targeted for completion during the current financial year 2020-21.
The meeting was informed that 1162 demands were under B2V1. Out of which 153 works were taken up and 56 have been completed and 97 works are under execution.
DDC Bandipora informed that 95% work on district hospital is complete and rest will be completed within days. The DDC apprised the chair that 90% work has been completed on Gujjar & Bakerwal Hostel Bandipora which is constructed at a cost of 3.25 Cr.
Dr Owais said that the district administration has chalked out detailed programme for Jan Abhiyan and 151 Jan Abhiyan camps will be held all across Panchayats for Certificate distribution viz Domicile, ST certificates etc in addition to KCC cards, Ayushman cards, etc. saturation of individual beneficiary schemes is top priority during 21 days Jan Abhiyan Compaign. He said each block will witness mega grievance redressal camps on every Wednesday which shall be attended by him personally along with SSP.
