DDC member Frisal Files Objections with Delimitation Commission

    Kulgam,26-Feb; Elected Development Council Member from Frisal area of south kashmir’s Kulgam District filed objections to the Delimitation Commission on its draft proposals.In its objection reply to the commission, the DDC member, Anayat Ullah Rather maintained that there were question marks over the redrawing of assembly constituencies and distribution of Frisal area in assembly constituencies of Kulgam and Devsar as there is no justification of merging two Tehsils with Devsar as there is no connection between the two segments with the fact that Frisal area is having continuity with Kulgam and not with Devsar.The objection reply reads,”Our existing segment was spread over three tehsils namely Frisal, Yaripora, and Qaimoh but as per draft report one Yaripora has been merged with Kulgam and Frisal and Qaimoh with Devsar. One can understand merging of one Yaripora with Kulgam as borders are connected whereas merging of two Tehsils namely Frisal and Qaimoh raises lot doubts as such Tehsils are not remotely connected with Devsar nor any area has direct connectivity or continuity with such area. Even the distribution of population with two constituencies has not done merits. Had this Constituency been merged with Kulgam that had some merit as the area of both segments have continuity but bifurcating the segment and merging with two different segments without having any continuity itself raises lot of doubts and questions. If you take population of tehsils of our constituency into consideration even then there was no scope for winding of this constituency and if based on district population one segment was to be reduced in that case but our area should not have been disturbed keeping in view the topography and rural areas”. The DDC member on behalf of people of Humshalibugh has requested delimitation commission to reconsider the decision and allow the segment to remain as it is.“In case any area is to be merged and it is mandatory then based on the population of 3 tehsils (Frisal, Yaripora and Qaimoh)of our constituency which is 96,323 and is more than Devsar with 84,306, Devsar segment should be made part of our constituency, rather than merging our area with it”, reads the objection.
